Draft principles have been prepared and shared with stakeholders

Amongst many other duties, the Energy Act 2004 requires the NDA to consult stakeholders before preparing, revising or submitting its Strategy or Annual Plan (now called Business Plan) for approval. This requirement is reiterated in the NDA's Management Statement, which states that: "Stakeholders should be involved in the development of Strategy and Annual Plans so that the NDA is exposed to a diverse range of views and the rationale for major decisions and the processes by which they are reached is clear".
The NDA's mission statement includes a reference to 'actively engaging with stakeholders' placing this topic at the heart of the NDA's thinking, and recognising that engagement and communication is key to building the support and trust necessary for the NDA to deliver its mission effectively.

Public and Stakeholder Engagement and Communications Topic Strategy Summary (150Kb)
Objective
To enable the NDA to fulfil its mission, we have four over-arching objectives for Public and Stakeholder Engagement and Communications:
- To provide opportunities for stakeholders to better understand, comment on and influence NDA planning and decision-making.
- To provide opportunities for the NDA to draw on the knowledge and experience of stakeholders to improve its planning and decision-making, and in its management of risk.
- To build relationships with stakeholders that lead to mutual support and confidence.
- To enable the NDA to meet its legal and regulatory responsibilities to consult its stakeholders.
Scope and Boundaries
Given the legal duties (see above) on the NDA to consult stakeholders on its strategy and plans, as well as obligations set out in the Freedom of Information Act and Environmental Information Regulations, this topic strategy applies to all aspects of the NDA's work with the exception of matters relating to personal, commercial or security issues.
Interfaces
As the successful delivery of our mission depends on us being open, transparent and engaging fully with our stakeholders, this strategy interfaces with all other Topic Strategies.
Credible Options
Having determined the need for a strategy on Public and Stakeholder Engagement and Communications, the only credible option is to adapt a flexible, "horses for courses", approach as set out in the principles below.
Current Position
To support the delivery of our mission, the NDA's Public and Stakeholder Engagement and Communications strategy is defined by the set of principles listed below.
In summary our approach will:
- be planned to enable stakeholder influence
- be clear and transparent
- be accessible
- respect and value stakeholders
- build the competence of staff in delivering stakeholder engagement
- be evaluated to support and improve stakeholder engagement practice
- be proportionate
- comply with legal duties and appropriate codes or Guidance.

The draft principles are being finalised and rolled out.
The reference strategy is at Stage D/E in the SMS.
Position at Strategy II (June 2010)
The strategy is already in implementation and is regularly monitored.
Stakeholder Engagement on Communications and Stakeholder Engagement
2009
- A review of NDA national engagement processes (including discussions at two National Stakeholder Groups, a voting pad exercise and an on-line comment process)
- A review of NDA local engagement processes (1100 questionnaires, sessions with each of the Site Stakeholder Groups and Site Programme Managers, two discussions at the SSG Chairs Forum)
- A desk-top study on the experience (including international) of other organisations who engage with stakeholders
- Two breakout sessions at the NSG on these principles
- Presentation to the Strategic Authorities Forum on 27 July 2009 for approval in principle
- Discussion within the Communications Team on the feedback received and approval by the Communications Director
- Shared, as a draft, with the National Stakeholder Group on 18-19 November 2009 and endorsed internally on 30 November 2009.
