Implement strategy
The strategy is being implemented, and will continue to be monitored.
Socio-economic development is a statutory duty and supplemental function of the NDA which is specified in the Energy Act 2004. As such the NDA is required to consider the socio-economic impacts of its activities by giving encouragement and other support to activities that benefit the social or economic life of communities near our sites.
Socio-economic Policy 2008 (500kb)
Objective
To support the creation of dynamic, sustainable local economies for communities living near our sites.
Scope and Boundaries
Our socio-economics strategy is restricted to socio-economic support for communities affected by decommissioning and clean-up activities on NDA sites. Given that this is a supplemental function, the lead responsibility for economic development remains with the Regional Development Agencies in England, the Enterprise Networks in Scotland, the Welsh Assembly Government and Local Authorities. The NDA supports these organisations in developing proposals that will bring long-term benefits to areas near our sites.
Interfaces
The socio-economics strategy interfaces with a number of other topics including:
- Decommissioning and Clean-Up prioritisation strategy is related of the impact on local communities
- People (incorporating skills and capability) strategy is related because of the need to preserve and develop skills and capability across the nuclear estate.
- Supply chain development strategy is related because of the of the need to ensure there is the capability to deliver site programmes.
Credible Options
The consideration of socio-economic impact is a statutory duty. As such the credible options available to NDA are limited and relate to the extent that we exercise this duty. Our approach is defined in our published Socio-economic policy within which we have developed the following credible options:
1. Prepare detailed Area plans for all NDA sites
2. Prepare Priority Area Plans for our four priority areas
Current Position
The current strategy is to focus our attention on the priority areas identified in our socio-economic policy by means of Priority Area Plans: See Socio-Economic Funding
Stakeholder Engagement on Socio Economics
Key stakeholders are:
- the local communities near our sites
- Local Authorities
- Site Licence Company employees and
- members of the public.
2009
Subsequently we developed Priority Area Plans for the following four areas
- West Cumbria
- Caithness and North Sutherland
- Anglesey and Meirionnydd
- The Gretna-Lockerbie-Anna corridor in Dumfries and Galloway
These plans were subject to local consultation and discussion at the National Stakeholder Group meeting held in June 2009.
2008
Following amendment the socio-economic policy was approved by Government for publication in 2008.
5 October 2006 - 19 January 2007
The draft socio-economic policy was subject to a formal public consultation to ensure that it met the needs of relevant stakeholders.
