NDA Sites Monthly Performance Update

General Evaluation - Key Elements

  • Programme Performance was in line with expectations at the end of May 2009.  
  • Electricity generation for Period 2 2009/10 was in line with expectations.

Year to Date Cost and Schedule Performance
At the end of May 2009, the programme of work was delivered for less than planned cost.  Measured against the year to date budget the programme of work at the end of May is broadly in line with expectations.

Earned Value Performance Management.  Please note: We use Earned Value Performance Management to measure programme performance.  This compares the budgeted cost of work that was scheduled with the budgeted cost of work that was actually performed to determine schedule performance and the budgeted cost of work actually performed with its actual cost to determine cost performance.

Electricity generation at the fleet of Magnox nuclear reactors operated by the NDA was in line with expectations for May and Year to Date 2009/10.

Oldbury Power Station is celebrating its return to generating electricity at 'full-power' after exactly five years of reduced output.   Oldbury's Reactor 2 returned from its statutory maintenance outage on 22 May 2009 and was synchronised with the national grid - five years to-the-day since the last time both Oldbury's reactors operated together. Reactor 1 has been at power since 14 March 2009.  Oldbury was originally scheduled to cease generation in December 2008, but has since received the go-ahead to continue generating.
Dungeness ILW MiniStores – The regulator approved the safety case for the ILW MiniStore Pathfinder Project.  On receipt of this approval and further to extensive preparations and equipment testing, active resin transfer could proceed.  The site is well on the way with the filling of three MiniStores with resin slurry, dewatering this resin and then sealing the boxes. The final box will be moved into position in the decontamination centre in readiness for filling early next period. This follows investigations and follow-up improvements into the incident reported in the Events section, whereby positive action was taken to contain a small leak of resin which occurred during transfer of the second box.  The minor spillage contingency plan was put into operation immediately, post event investigations initiated, the root cause identified and rectified to avoid any reoccurrence.

Nuclear Safety

One event rated at Level 1 on the International Nuclear Event Scale (INES) has been reported as occurring at NDA sites during the month.

At Sizewell A maintenance on essential auxiliary electrical boards was missed.  The maintenance period had been changed but the revised information was not correctly put into the "passport" maintenance system, so the activity was not flagged as becoming overdue.


Radiological Protection

The sites provide data on average individual dose, maximum individual dose and collective dose. These metrics are measured separately for SLC employees and for contractors. Dose figures are reported by calendar year rather than financial year and the following two graphs show average individual doses and maximum individual doses respectively (ordered by employee dose) for dosimeters worn by workers in calendar year 2008 and processed to date. Average individual doses and maximum individual doses should be compared with (and are all well below) the legal annual limit of 20 mSv.

Dosimetry is the measurement of absorbed dose in matter and tissue resulting from the exposure to ionizing radiations.

Industrial Health and Safety

One event reportable under RIDDOR occurred in the month.  

  • At Hunterston A a contractor sustained an injury when a telehandler's forks were lowered onto his back.  

RIDDOR stands for the reporting of injuries diseases and dangerous occurrences regulations 1995.  RIDDOR '95 requires the reporting of work-related accidents, diseases and dangerous occurrences. It applies to all work activities, but not to all incidents.


Environmental Protection

One environmental non-compliance has been reported in this period.  

  • At Oldbury a review of a maintenance schedule discovered 2 discrepancies of maintenance on a mobile filtration unit.  There is no environmental impact.  

An Environmental Non Compliance is a breach of a permit condition set by the Environment Agency or the Scottish Environmental Protection Agency that prevents or controls risk of pollution to the environment.
