Sellafield site

Sellafield is a large and complex nuclear chemical facility located in West Cumbria. The site has played a pivotal role within the nuclear industry since the 1940s. Site operations include fuel reprocessing, fuel fabrication and storage of nuclear materials and radioactive wastes.

Calder Hall, located on the site, was the world's first commercial nuclear power station. Generation started in 1956 and ceased in 2003.

Windscale, also located on the site, comprises three reactors. Two of the reactors were shut down in 1957 and the third one was closed in 1981. Substantial damage by fire to one of the reactors in 1957 has created significant additional decommissioning challenges.

Overview

Age Operated since 1947
Site Stakeholder Group West Cumbria Site Stakeholder Group (WCSSG)
Site Licensee Sellafield Limited
Parent Body Organisation Nuclear Management Partners (NMP) Ltd
Status Defuelling and Partial Decommissioning
Cost - Lifetime
(total discounted nuclear liability)
£32,066m

 * The costs of discharging the nuclear liability will be incurred over a significant period of time. To take account of the time value of money, the costs are "discounted" back to a present value. Effectively this is the amount that would need to be invested today, at a set rate of interest (the discount rate) in order to pay for the liability in the future as it falls due.

Year Key Activities

2120

Final site clearance

2105 -
2115

Calder Hall final site clearance

2075

Transfer of stored HLW to HLW repository

2046

All ILW from the Legacy Ponds and Silos retrieved, conditioned and stored

2040

Transfer of stored ILW to Geological Disposal Facility (GDF)

2030

Windscale Pile 1 and 2 in Care and Maintenance with fuel and isotopes removed

2026

Vitrification of liquid HLW complete

First Generation Magnox Storage Pond - start of residual retrievals

2024

Calder Hall site enters Care and Maintenance phase
During this stage the reactor is left to cool. Most of the structures are removed, and the reactor building is left in a safe state which requires minimum supervision, until final site clearance.

2021

Vitrification of liquid HLW complete

2019

Complete return of overseas customers HLW

2018

Pile Fuel Cladding Silo - start of waste retrievals

Magnox Swarf Storage Silos - start of bulk retrievals

THORP reprocessing complete

2017

Pile Fuel Storage Pond - start of residual retrieval

2016

Magnox reprocessing completed

2015

Highly Active Liquor (HAL) stocks reduced to "steady state" volume

First Generation Magnox Storage Pond - start of bulk retrievals

2014

Completion of defuelling at Calder Hall

2013

Complete Active commissioning of Sellafield Product and Residue Store (SPRS)

Progress against this year's targets

Status as at end Quarter 3 (end December 2011) - next update due April 2012

Site Restoration

Target Status Commentary

Continue programme of asset improvements to manage ageing infrastructure of plant and buildings

On target

On track

Ongoing decommissioning and demolition of redundant facilities, specifically:

Progress critical path activities to deliver the replacement Separation Area Ventilation stack, which will enable the demolition of the First Generation Reprocessing plant venticlation stack

On target

On track

Progress critical path activities to the start of retrievals for legacy wastes, specifically:

First Generation Magnox Storage Pond - completion of new skip handler tooling and completion of integration works testing

Behind target

NDA set a stretch target for 2011/12, completion to this date will not be met but completion is still in line with base date in 2012/13.

Progress critical path activities to the start of retrievals for legacy wastes, specifically:

Magnox Swarf Storage Silos - complete the construction of Retrievals Machine 2 and start factory acceptance testing

Behind target

Will be delivered within the year but this will be later than the date originally expected by the NDA.

Progress critical path activities to the start of retrievals for legacy wastes, specifically:

* Magnox Swarf Storage Silos - progress the design for the waste encapsulation and waste product transfer capability

On target

On track

Progress critical path activities to the start of retrievals for legacy wastes, specifically:

Pile Fuel Cladding Silo - commence stage 2 construction of the 'Superstructure' and control room

Behind target

NDA set a stretch target for 2011/12, completion to this date will not be met but completion is still in line with base date in 2012/13.

Progress critical path activities to the start of retrievals for legacy wastes, specifically:

Pile Fuel Storage Pond - progress active commissioning of the local sludge treatment plant storage tanks

The project has completed Inactive commissioning  and is on programme to demobilise by the end of the FY. However reduced sludge arisings from retrievals to date mean that an early commitment of the facility to active operations is not required.  Alternative strategies are being considered.
