A special Industry Day to explain to potential contractors the background, criteria and process for the Nuclear Decommissioning Authority’s first ever competition proved extremely beneficial. Over 150 individuals, met at Rheged Discovery Centre in Cumbria on the 25th April. They received presentations from NDA officials and had the opportunity to debate the nature of the contract that will be awarded in 2007 for the management of the Low Level Waste Repository and associated work.
The NDA's aim is to use competition to find contractors able to deliver safe, environmentally responsible, cost-effective and accelerated clean-up. An open and transparent competition process is essential to this process, as is ensuring the strongest possible bidding list to maximise competition for each of the site competitions and the sale of BNG.
The NDA wants a strong field to to enter the first and all other NDA competition processes. Competitions should be transparent and free from unnecessary or unfair barriers to any contractors wishing to enter the process, whatever role they currently have or have had in the past.
The nuclear decommissioning market has evolved significantly over the last 12 to 18 months as some tier one contractors have started to bring in outside support, form partnerships and explore alliances, and the tier 2 market has become increasingly open to competition. The NDA supports this and wants to see organisations or consortiums that will bring the expertise and innovation needed to deliver its remit.
Contractors that pass the pre-qualification criteria will be entitled to the same information on which to base their bids and the NDA is satisfied that the opportunities ahead will be open to all who are interested and able to demonstrate their suitability, including on grounds of safety performance. Only a body which has an unfair competitive advantage would be excluded. Careful consideration has been given to Bechtel given their previous involvement, as well as other companies currently working with UKAEA and BNG and the NDA has concluded that there is no reason to prevent them from entering the competition process.
