Springfields agreement secures site future
24 March 2010
The NDA has now concluded an agreement with Westinghouse Electric Company that will secure the future of the Springfields nuclear facility in Preston. Negotiations on the deal began last year.
The agreement transfers responsibility for the commercial fuel manufacturing business and the workforce to Westinghouse, who have been managing the site successfully for five years under contract to the NDA.
A direction amending the Energy Act Designating Directions for the Springfields site has been laid before Parliament. This will allow the site to undertake fuel manufacturing activities associated with new civil nuclear reactors.
In a written Ministerial statement Lord Hunt of Kings Heath OBE, Minister of State at the Department of Energy and Climate Change, said:
"I would like to inform the House that NDA has successfully concluded agreement with Westinghouse Electric Company LLC (WEC) on new commercial arrangements for the Springfields site and fuel manufacturing. The agreement will see the commercial operations and staff fully transfer to WEC, the current site management contractors, and the NDA land leased to WEC on a long term basis. In addition to providing an income stream for the NDA, the new arrangements and plans for the site are expected to significantly reduce NDA's decommissioning liabilities, representing excellent value for the UK taxpayer. We welcome and fully support the agreement, which is expected to protect and enhance the site's long term commercial sustainability through investment and expansion of existing fuel operations. "
The formal transition to the new arrangements will take place on Monday 29 March at Springfields, at an event involving NDA Commercial Director John Clarke, Westinghouse President Aris Candris and President & CEO of Toshiba Corporation Power Systems Company Yasuharu Igarashi. The new arrangements will then come into operation on 1 April, and will give Westinghouse the freedom to invest in the site and develop long-term employment opportunities.
