NDA announces launch of Sellafield competition

The Nuclear Decommissioning Authority (NDA) has announced the timetable for the launch of the competition to secure a Parent Body Organisation for the Sellafield nuclear site in Cumbria. This site alone represents two thirds of the nuclear liabilities for which the NDA is responsible.

The competition will be administered in an open and transparent manner following European Union procurement guidelines and will seek a company or consortium to act as the Parent Body Organisation (PBO) which will own the shares in the Sellafield Site Licence Company for the period of the contract. The PBO will also provide key managers to the Site Licence Company to provide innovation and strategic direction. A Pre-Invitation notice (PIN) is being published in the Official Journal of the European Union (OJEU). This will be followed by a programme of market engagement to assist in the formulation of the competition design.

As part of this engagement an Industry seminar will be held in Manchester on 28 and 29 November. This event will inform all those interested of the overall aim and scope of the contract, the more detailed timetable and the process to be followed. Following the seminar, an OJEU notice will be published inviting expressions of interest.

The new contract, which will be for an initial period of five years with options to continue, will be awarded in 2008. This contract will provide the Parent Body Organisation, through its ownership of the Site Licence Company shares, with responsibility for over £1 billion a year of funding to operate the existing reprocessing facilities and manage the Sellafield decommissioning programme.

Dr Ian Roxburgh, NDA Chief Executive said:

"We are now moving forward with our competition programme in line with the timetable outlined in the NDA Strategy. We are well advanced with our first competition for the management of the Low Level Waste Repository near Drigg, on track for the Sellafield contract to be tendered in Spring 2007 as planned, and also making good progress in preparing for the first of the Magnox competitions and the Dounreay site, both due to start in 2008.

Throughout this restructuring of the nuclear industry, our aim is to bring the benefits of competition to bear on these legacy sites to achieve timely decommissioning in a safe and secure manner with due regard to local communities and the environment."
