What are we competing?

We will compete the Parent Body Organisation (PBO) contracts for share ownership and the provision of leadership and management personnel for the Site Licence Company (SLC) for NDA site(s).

Parent Body Organisations

The PBO provides:

  • the vision for the SLC in line with the NDA Strategy;
  • key personnel to be seconded into the SLC to provide the leadership, innovation and management support to the SLC to deliver best value for money whilst maintaining high safety, security and environmental standards;
  • knowledge and expertise in culture change and performance management; and
  • a reservoir of talent in the parent organisation(s), wide experience and a skill base to be deployed as appropriate.

The PBO will achieve earnings from SLC performance against agreed outputs.

Site Licence Companies

Site Licence Companies will:

  • be the enduring entity;
  • hold Management and Operation (M&O) contracts with the NDA;
  • be responsible for the day-to-day operation of NDA site(s);
  • be regulated by UK's independent regulators:
    • Nuclear Installations Inspectorate (NII) on behalf of Health and Safety Executive (HSE);
    • Environment Agency;
    • Scottish Environment Protection Agency (SEPA); and
    • Office of Civil Nuclear Security (OCNS);
  • hold the Nuclear Site Licence plus all other operational instruments/licences;
  • be substantially staffed from the existing work force; and
  • be the transferable entity for which the successful Parent Body Organisation will own the shares for the duration of their contract.

We have formed the following SLCs:

Sellafield Ltd
This SLC comprises Sellafield, including Calder Hall; Windscale & Capenhurst

Magnox Ltd
This SLC comprises Chapelcross; Hunterston A; Trawsfynydd; Wylfa; Oldbury; Berkeley; Bradwell; Dungeness A; Hinkley Point A & Sizewell A.

Dounreay Site Restoration Ltd
This SLC comprises the Dounreay site only

Research Sites Restoration Ltd
This SLC comprises the Harwell & Winfrith facilities

LLW Repository Limited
This SLC comprises the low level waste repository near Drigg in Cumbria

Springfields Fuels Ltd
This SLC comprises the Springfields plant near Preston, Lancashire
