Industry Restructuring and Competition Programme Overview

This is our overview of the tasks and timescales for industry restructuring and competition. It is based on the current understanding (by NDA, Regulators, UKAEA, Sellafield Ltd, Reactor Site Management Company Ltd and Springfields Fuels Ltd ) of the major activities and dependencies required to deliver the overall programme in the timescale set out in our Strategy.




The full programme, including further guidance on the steps necessary to form an Site Licence Company, is contained within NDA document NSG 30.




We have developed a standard timeline for setting up a Site Licence Company (SLC) and the process for competing a Parent Body Organisation (PBO) for an SLC.


These standard timelines are for planning purposes. Each individual project may be shorter or longer, but each conforms to the overall structure. It is recognised that the programme is complex and in places is dependent on external factors outside of our control.

Steps to create a Site Licence Company (SLC)

A project to create a Site Licence Company (SLC) has a 22.5 month timeline.

This period is deemed sufficient to facilitate early engagement with all relevant regulators, allowing them to consider the development and review of a Safety Management Prospectus and Management and Change Documentation.

It also includes time for the Environment Agency and Scottish Environmental Protection Agency (SEPA) to determine the quality of the application for the transfer of Radioactive Substances Act (RSA) authorisations, assuming that there are no regulatory issues that cannot be resolved during consultation.

Steps to compete a Parent Body Organisation (PBO)

A project to compete a Parent Body Organisation for an SLC has a 34.5 month timeline.

This covers

  • Project Authorisation;
  • Issue of Contract Notice;
  • Competitive Dialogue;
  • Invitation to Submit Final Tenders;
  • Contract Award;
  • and Transition Completed.

The period between Contract Award and Transition Completed is likely to involve consideration of change management issues by the Regulators.

Specifically, these issues include replacing existing PBO secondees within the existing SLC with secondees from the new PBO. Only when all relevant regulatory permissions have been obtained, will the period of transition be completed.
