LLW Repository Ltd PBO Competition

Background

The Low Level Waste Repository (LLW Repository), near Drigg, was the first of NDA's sites to be competed, as required by the Energy Act 2004.

The contract is significant as it is not only for the management and operation of the existing repository but also covers the development of a UK wide Strategy for managing low level waste produced by the nuclear industry. The potential costs associated with long term management of all low level radioactive wastes across NDA's nuclear licensed sites are currently estimated by the NDA to be approximately £8 billion.

The new contract successfully delivered will provide major savings to the UK taxpayer. Proposals to reduce costs at the Repository will deliver savings of over £100million while innovative technical proposals aimed at delivering a 20% reduction in the UK's low level waste liability could result in savings of up to £1billion.

LLWR Parent Body Organisation

UK Nuclear Waste Management Ltd – the consortium led by URS - Washington Division and including Studsvik, Areva and Serco Assurance were awarded the contract on 31 March 2008.

As the new Parent Body of the LLW Repository, the consortium provides a seconded team of nine individuals into LLWR Ltd from 1 April 2008.

On 1 April 2008, the new Parent Body Agreement and Management and Operation contract came into effect with the transfer of shares in the Site Licence Company from British Nuclear Group to UK Nuclear Waste Management Ltd.

Contract Value

The contract has a value of between £200 million and £500 million.

Contract Duration

The initial contract term is for five years. The NDA then has the option to extend the contract by two periods of 5 years plus a further period of 2 years. These contract extensions can be exercised by the NDA in any order.
