Dounreay Site Restoration Ltd PBO Competition

Dounreay Site Restoration Ltd (DSRL) is the Site Licence Company (SLC) that manages and operates, on behalf of the NDA, Dounreay site.

The appointed Parent Body Organisation (PBO) will provide the vision for the optimal accomplishment of Dounreay site's mission. It will second key personnel to form the SLC's senior leadership team to deliver that vision, driving to attain best value for money while maintaining mandatory standards of safety, security and environmental performance.

Current Position

Following the closure of the prequalification period for the Dounreay Parent Body Organisation (PBO) competition, two consortia have been selected to proceed to the Dialogue stage. The consortia are: 

  • Babcock Dounreay Partnership, comprising Babcock Nuclear Services Ltd,  CH2M Hill International Nuclear Services Ltd and URS International Holdings (UK) Ltd.
  • Caithness Solutions comprising Energy Solutions EU Ltd and Amec Nuclear Holdings Ltd.

Dialogue will begin with a six week period of information gathering at the site, where participants will have an opportunity to spend time in discussions with SLC personnel, reviewing information and visiting the sites key facilities and areas of work. This will assist them in preparation for formal Dialogue, and in the preparation of their final submission.  

The schedule for the competition is currently being revised to reflect further work by DSRL to update the current Life Time Plan (LTP) and reflect the outcome of the revised funding profile for Dounreay announced by the NDA in March 2010. The revised plan is scheduled for delivery to NDA at the end of September 2010, after which it will be subject to review by the NDA's Assurance team. This means that the formal commencement of Dialogue – Phase 1 (Site Information Gathering) - will begin in November 2010. The NDA  remains committed to contract award in the first quarter of 2012 as previously indicated.

Background information and documentation from previous PBO competitions
In order to provide a general insight for prospective bidders (particularly those who may not have been involved in previous PBO competitions) in to processes which the NDA has adopted in previous competitions, information on the conduct of the Low Level Waste Repository (LLWR) and Sellafield competitions is available on CD, by request.

The publication of this information must not be taken to infer that the NDA will follow these methodologies in the Dounreay PBO competitions, although it is likely that certain elements will be similar.
