The NDA recognises that there is a broad range of information contained on this website, which bidders involved in any of the competitions being run by the NDA may wish to refer to.
Some of this is legacy information which addresses generic matters and bidders should note that the NDA’s approach may have been altered or developed specifically in the context of any given competition.
Whenever considering whether or not to utilise such information in developing an approach or proposal for the purposes of a competition, bidders should check its validity with the appropriate Competition Team prior to such use.

NDA conduct during competitions
Competitions, as you might expect, create a competitive market. This helps to ensure that the NDA get the best value for money for the tax payer, while successfully reducing the hazard.
It also means that bidding companies might be keen to find out information that could give their bid an edge over others.
During the competition process we ensure our staff are clear about the rules of engagement that affect their engagement with external parties:
- NDA staff must not initiate discussion on any aspects of a PBO competition with any third party.
- NDA staff must not respond to any approaches from third parties seeking information on any competition. They must refer any enquiries to the Competition Team.
- NDA staff must let the Competition Team know of any approaches by third parties seeking information in regard to the competition.
- NDA staff will invariably have contact with third parties (potential bidders and their advisors or associates, interested individuals and organisations, the media) on matters completely unrelated to the competition. During these engagements staff should avoid any discussion on competition matters. They must also record the engagement on the NDA Contact Record Sheet.
- Any member of staff who has been, or becomes, involved in the competition process, must not divulge the content or nature of this input to anyone (including other members of staff) unless expressly authorised to do so by the Competition Manager or Competition Programme Manager.
These rules are in place to protect our staff as individuals, and also ensure a fair competition for a new PBO.
