How does the tendering process work?
1. Request for Expression of Interest:
The NDA initially requests Expressions on Interest (EOIs) to be submitted in line with the information detailed in the contract notice – information requirements are predominantly listed in section 3.
2. Shortlisting and Invitation to Tender:
Submissions are subsequently evaluated and shortlisted accordingly.
Shortlisted parties are issued tender documents, which must be submitted by the stipulated cut off date.
3..Tender evaluation and contract award:
Tenders are evaluated in accordance with those criteria stated in the contract notice.

Plutonium Disposition Advice

The Nuclear Decommissioning Authority (NDA) are seeking expressions of interest from Parties who are suitably qualified and experienced in providing Plutonium (Pu) Disposition Advice.
The NDA wishes to build on its current knowledge and previous macro-economic study and explore the high level options further. Hence the NDA are seeking to engage with suitably qualified and experienced contractors, who can demonstrate, to the NDA, their ability to undertake, an options study to provide sufficiently underpinned and tenable solutions/options for managing separated civil plutonium.
Stage 1: Request to be considered for participation: Suitably qualified and experienced contractors are therefore requested to submit proposals to the NDA, indicating their desire and capability to participate in the options study.
Those expressions of interest from contractor(s) which provide the highest level merits, based on the criteria below will then be invited to participate in Stage 2
Stage 2: Options study: The study will include, as a minimum, options on technical, financial, policy and licence considerations. Following completion of the options study the NDA will give further consideration to the developed options for alternative Pu management, in accordance with their current business processes.

Provision of scientific consultancy services to support the implementation of the UK geological disposal facility

The Radioactive Waste Management Directorate (RWMD) of the Nuclear Decommissioning Authority (NDA) requires specialist consultancy services to ensure that the scientific and technical basis for the implementation of the UK geological disposal facility is appropriately developed. The service shall be for the provision of consultancy services to support the work of the RWMD and will be provided by a combination of work at the consultants office, secondment to NDA Harwell or to other selected locations.
Over the period of the contract, it is expected that RWMD will be required by Government to respond to future developments in the Managing Radioactive Waste Safely (MRWS) process. This will include support to Government through preliminary scientific and technical assessment of candidate communities who volunteer to participate in the site selection process. It is expected that, through this framework contract, scientific consultancy services will be procured in support of this work.

Provision of framework contracts for research into long-term behaviour and durability of highly radioactive wasteforms in a UK geological repository.

Services to conduct research into the understanding of highly radioactive waste materials (for example, High Level Waste and Spent Fuel) dissolution under geological repository conditions. The work will consider durability and response to the changes in repository geochemical conditions, as well as characterisation of the materials composition and their structure.
Dissolution/surface evolution experiments of (alpha-) radioactive materials (actinide oxides or actinide-bearing ceramics) including characterisation;
Experiments on the dissolution and durability behaviour of irradiated (spent fuel) and high gamma activity (HLW glass) materials (static/dynamic testing);
Exposure to solutions at elevated temperatures, pressure and/or gases;
Examination of the physico-chemical composition and structure;
The contractor will be required to obtain and transport materials for experiments from their normal UK locations to the contractors facilities in accordance with the applicable regulations;
Desk-based studies into these materials alteration behaviour.
The service is divided into lots:
Lot No 1 Radioactive, non-irradiated materials and supporting work on non-radioactive surrogates;
Lot No 2 Irradiated materials and materials of high gamma activity.

Provision of consultancy services framework contracts to support the development of a geosphere characterisation programme.

The geosphere characterisation programme will comprise detailed surface and subsurface investigations required to acquire and interpret information on the geological, hydrogeological and environmental conditions at one or more geological repository sites selected by the process set out in “Managing Radioactive Waste Safely” published by the UK Government.
The service shall be for the provision of consultancy services to support the planning and preparation for the investigations as part of the Geosphere Characterisation Project and will be provided by a combination of work at the consultants offices, secondment to NDA Harwell or at selected locations.
The Contractors will act collaboratively with other specialists as part of a team.
The service is divided into lots:
Lot No 1: Membership of a high-level geosphere characterisation advisory panel;
Lot No 2: Geology;
Lot No 3: Geophysical investigations;
